I have been hearing this beeping sound coming from my laptop for probably around a month. But just recently I started getting a error message with the beeping as well. "Warning: A problem with the cooling system has been detected. Please turn off the computer immediately, and return it for service."
Im guessing that it is a problem with the fan but if it was a fan problem would the laptop even turn on?
As for the beeping. Ive looked it up and have not had much luck finding anything for toshiba. Ive tried to figure out the # of beeps but that is just about impossible. but it is a short burst of beeps (4ish), another short burst (maybe 3) and then a long group of beeps probably like 15-25.

Modern computers have overheating alarms. that is probably what you are hearing. Obviously something is wrong. Could be the cooling fan/s are not working or the vents are clogged with lint/dust, etc.
Consult the manual for maintenance tips.
