Battery only charges during cpu usage

Specs: Windows XP Pro, P4/256
DELL Latitude D610

The battery will only charge during cpu usage. The battery light flickers along with the cpu during startup, during web page loading and during disc cleanup. Disc cleanup keeps the battery light on for a solid 30-45 seconds. I'm going to try other utilities that consume cpu usage to see if I can charge my battery. Any ideas?

Do you have the power status icon in the system tray? Do you even have the system tray configured to display ALL icons? With the icon visible, you can easily check the battery power percentage & whether it's charging or not.

What do you mean by asking if I even have the system tray configured? As if I'm completely clueless to the system tray. Which, by the way, has nothing to do with the issue I'm having. But yes, it's there, showing I'm on ac power. And my cpu doesn't run long enough for me to see if the battery is being charged or only making the battery light flicker. Thanks
