Baffeling Boot Up problem continued

Thank you for the responces to my boot up problem. My system is still down but heres whats been done since my last post. I have disconnected everything except the essential items for the system to start up and the problem continued. I replaced the ram and that made no difference. Its down to the MOBO or the Processor. Could it be due to a BIOS problem? The system restarts before I can get to the set up so there's no help there. My neighbor has asked me to work on her computer and she described the same problem I'm having, I haven't looked at it yet so I can't confirm its the same problem. Any ideas?

Hi if the neighbor does have the same problem, it could point to a outside power line problem. might ask if other neighbors are haveing problems.
