The past couple of days my friend hasn't been able to connect to the internet (broadband) at all. I went into device manager and the network card had a exclamation point by it. It says that it wasn't configured properly and told me to uninstall then reinstall it. So i uninstalled the driver for it, rebooted, and now I can't reinstall the drivers. It detects the hardware but can't find the drivers for the device. I do not know what brand or kind of card he has. Any suggestions as to what I should do?

Physically remove the card (with the machine off obviously). Boot the machine and remove it and the driver from the device manager. Boot again into safe mode and remove the card and drive from the device manager again (if it's there).
Now put the card in (again, while the machine is off), turn it on and see if it's recognized.

When it asks for the driver make it search but do not have the floppy selected or anything else selected in that search window. It should go to c:\windows\inf and find the driver. If you can't get it to work that way, try pointing it to that folder.

You can tell what kind of card it is in device manager, unless it can't be recognized. Which would mean its not a driver, you have a defective NIC. You can get a brand new one for $5-$15. This is probably the case if you have an old legacy ISA card.
