Bad MoBo?

OK i think i got a bum mobo here but thought i would ask anyway. When i boot up it hangs half way thru POST. If i try to go into the bios settings, i am able to use the keyboard to access bios but once i get in the keyboard stops working. Cant give much more info because this is as far as i can get. Its Foxconn mobo. first one i ever bought and probably the last

Ok well that narrows it down... the keyboard is known to work. And its a new power supply and mobo. I took the power supply out and it tested fine in another system. I've always used Gigabyte mobos in the past and have never had any problems with them. But so far I have strayed 2 times and both times have had trouble. Once with a Biostar and now with a Foxconn.
