Remove all the power connectors to Mb and short Pins 14 and 15 coloured green and black, and switch on the power. Check whether the fan is spinning or not and the outputs

I would be very wary of using the suggested method of shorting the black and green. This is overriding the Power Supplies safety system.
If the Power supply is allowed to run without a load it will quickley overheat and burn out. It might work, it might fry the Power Supply. Depends on how well it was designed. To test the Powere Supply plug it into the motherboard and one hard disk drive at least.
The only effective way of testing a Power Supply is to put it on a test rig. As this usually costs more than the Powere supply is worth, buying a new one is the cheaper option.
