I've got a Radeon 9250 128mb graphics card, I've got .NET 2.0 installed and the 6.3 XP setup and I only had .NET 1.0 then but I've been trying to install the 6.9 version and this error happens:
INF error
video driver not found
Then:
Setup was unable to complete installation
Try setting up your display adapter with a standard VGA driver before running setup

You have to uninstall the previous driver, reboot and let XP install its own driver, then install the latest ATi driver.

Go to Add and Remove Programs in Control Panel, and Un-install the existing ATI display drivers first. After rebooting, that should set the Display driver to a basic VGA mode - if it doesn't I can supply some workaround info.
Then you install the updated Display driver, if that is all you are installing.For most ATI cards, when you update you are not installing just the Display driver - you are installing more than that. For the best results, follow the install/update instructions pointed to on the ATI Driver Pages, or you'll have problems for sure.

ATI is known to have alot of negative issuses with its drivers and software ! Its a shame becasue they have some excellent hardware via graphic cards /TV Tunes etc. However what good is it when you cant get your act together on the software and drivers to make the suff install and run properly ? Come on ATI get your act together ,get ride of your programmers and hire some people who know what they are doing ,so far I've purchased two ATI Graphic cards and two TV Wonders ,one USB and one PCI ,the TV Wonder has worked well ,however once I tried upgrading the graphic card driver ,thats when my troubles began, I ended up staying with originial driver off installation CD !

Follow the install/update instructions pointed to on the ATI Driver Pages, or you'll have problems for sure.

I followed as far as I know most of the instructions on the ATI site for removing the software but there were some temp files in Windows I couldn't delete because they were being used by the computer and I tried rebooting in Safe Mode but they didn't even show up when I did that. The problem is still occuring. Also when I uninstall the software and reboot Windows tries to find VGA drivers and can't find any, maybe that's the problem.

You shouldn't need to remove all the temp files - there are always some Windows is using at the time, and they aren't important regarding your problem. Any ones there specifically for ATI stuff should remove easily because they are not used after the initial install of the drivers or driver updates.

That is normal for plain Safe Mode.
If you want to boot into plain VGA mode, repeatedly press F8 while booting (don't hold it down) and select Enable VGA mode instead of Safe Mode - it starts up normally except the video is plain VGA.
The important thing is to remove the specific registry entry sections mentioned, and to remove files left behind after the un-installs in Program Files that are mentioned in the html (online)version of the instructions. By the way the html (online) version of the instructions have more information regarding that.
If you get something simlar to a freeze just before the desktop loads......
The thing that is causing the freeze is the Catylst Control Center software being installed at the wrong time, or newer drivers don't get along with older Catylst Control Center software - you must un-install the ATI Display Drivers, AND Catylst Control Center software, AND everything else installed by the original software install - there may or may not be a utility listed in Add and Remove programs that does all of that or most of that."Also when I uninstall the software and reboot Windows tries to find VGA drivers and can't find any, maybe that's the problem."
The plain VGA drivers are already there in Windows. Are you sure it is looking for plain VGA drivers, or is it looking the whatever VGA drivers for the card, which is a different thing?
Try Uninstalling any display adapters listed in Device Manager, reboot, CANCEL ing Windows trying to find the drivers while booting, then once you get to the desktop, go to Display - Settings - what does it say there?If it says VGA or PCI VGA or similar, you're alright. If it says Unknown Adapter or similar, go to Display - Settings - Advanced - Adapter - if it says VgaSave that is okay too.
If you see either of those there, install the drivers and applications in the proper order as the instructions on the ATI website say. I know of no way you can install or update just the display drivers for ATI cards.
