When I start up the machine I get no beep, no video, I
already reset the CMOS... no idea where to go from here..
freshly built, Radeon 9800 Pro GPU. Any suggestions?

I assume you mean that this system you just put together NEVER powered up at all?
Simplifiy the problem, and assume nothing.
Remove the motherboard from the case. Why? Because there may be some short via metal to metal contact that you are not aware of.
Unplug EVERYTHING except ONLY this:
The motherboard, with cpu, and one stick of ram--or whatever the manual says you need--some older boards "wanted" two sticks out of 4, etc.
Lay the board and power supply out on a "safe" table.
Hook up the keyboard and video card, if not built in.
Do not hook up any drives or any other cards, modem, network, etc.
Remove the bios battery, and let the thing sit awhile (resets bios to default.
Check the power cord on another machine.
Check the power supply that it's on 120v (if appropriate) or 240 v (if appropriate)
Now see what you have.
If nothing, try to test with other known good components, you probably have another power supply.
If nothing, It's gotta be the cpu, memory, or ram. If you have an add on display card, you can try a different one.

If it boots, then add components one at a time
First the floppy, will it boot? Get into bios, make sure floppy is 1st in the boot order, and stick a startup disc in there.
Next, the CDROM. Again, check in bios, is it in bios?
If you have a KNOWN bootable cd, try that, if not reboot with a startup floppy WITH CDROM DRIVERS and see if you can read the CDROM
If that works, I'd reassemble everything, CAREFULLY checking for proper mounting, etc.
