ASUS A7A266 - NO BOOT, HELP!!

Hi, I just bought this used Mobo and here are the details of its config:
CPU = Athlon PGA 850mhz
MOTHERBOARD = ASUS A7A266 Socket A
RAM = 128Mo SDRAM
HEATSINK = There`s one there
OS = I did not plug in any hard drive, I just want to be able to get the POST going to see if the Mobo works at all.
POWER SUPPLY = TigerPro 300W
VIDEO CARD = ATI Voodoo3 3DFX 16M

I have not had any luck getting this Mobo to start, no beeps, no video. All that happens is the green LED on the board lights up, but that's about it. The power supply will not even start, i.e. its fan is not running, nor the CPU fan. Although I verified that the pwr supply does run on an other system, I checked the voltages and they were in range.

I tried switching different dimms in the 3 slots (I don't have any DDR sticks), I tried an other video card (An ATI 8M)

I switched CPU for an other one (same exact one)

Jumpers are: JEN is set up on manual, VID is enabled. I did not change any other jumpers.

DSW are: 1-off 2-off 3,4,5-on 6,7-off 8-on 9-off 10-on. To accomodate a 100MhzSDRAM/100MhzCPU and for a 8.5 multiplier (since I have an 850Mhz) By the way the book contradict itself, says DSW 10 should be on to disable CPU Manual ratio and just besides a drawing says the opposite?!

To keep things simple I did not install any drives, no floppy etc, only video and one stick of mem.

I am new to this, thought studying the subject, so I could have made some stupid error, but that is fine if you point it out! It is part of learning!

But, I am out of things to try! Need help!

Is the CPU sitting properly in it's soccket?

Take it out, and then reset it into it's socket.

Also, is the fan on the processor spinning when you press the start batton on the front of the pc case.

I know this sounds ridiculous, but, and you say you are new to this, have you actually rigged the power button on the case to the correct pins on your motherboard?

When you turn the power on, the green light does come on on the motherboard, but that doesn't mean the power is ON, it means there is power, but it is not actually turned on until you hit the POWER button on the unit (or using a screwdriver, shortcircuit the two pins that are usually labeled PWRBTN on the motherboard. This TURNS the machine on.

If the fan in the power supply is not moving, that suggest to me you haven't turned it on yet!
