i just finished building a amd system a few days ago,and my house temps are 76f,and my cpu temp was 50C when i checked them in bios.I dont no what up with my temps,but i followed Amd`s advice a good cooling for this cpu.I have a psu with a dual fan,1 on the outside sucking hot air out,and 1 on the inside sucking the hot air out.I also have 1 fan underneath the psu sucking the hot air out,and i have 2 fans in the front of the pc tower located at the bottom of the tower sucking cool air in.I also have a tornado 12 cpu cooler,and heatsink.I followed amd`s advice on the website,and i still have bad temps.When i play some normal games,or scan with norton,my temps go past 60c and then i have pc probs.this is my first amd chip,and so far im not to impressed with these temps.Is this a norm for amd chips to have high temps?The cpu came with a thermal pad,and yes it is installed the right way.I doulbe checked to make sure of that.the money i spent on extra cooling i should of bought a beer fridge and put my pc tower in it and cranked up the cooilng.would of been cheaper.lol

AMD are excellent cpu's but heat is probably it's biggest flaw, mainly due to it not having a heat spreader like intel's. This is why it is essential to make sure your chip uses a good quality heatsink and fan. Also make use of some thermal compund, I dont trust that tacky thermal pad thingy they put on.
50c sounds about right when measuring idle temps. Measuring cpu/motherboard temps can be funny bussiness, it varies from one machine to the next. Sometimes measuring idle temps on two identically built machines can be different. Idle temps can range between 40-55 in my experience. (My machine's idle is about 52c with an AMD xp2700+)
As to the temps in use, they will constantly change according to how intensly the cpu is being used. My general running temps are between 58c and 65c, but have seen them get up tp 70c when rendering 3D graphics.
How accurate these really are, I dont know. It might be an idea to make sure you have the latest bios for your motherboard as there have been cases where updates have corrected allegedely high temps with boards such as the one I use, Asus A7N8X Deluxe.
Sounds like you have enough fans :), I only have the cpu fan and an exhaust blower at the back.

A lot of talk, but not much info....
1st of all, what motherboard do you have? What CPU do you have? There are 3 different versions of the 2400+. What are your CPU clock & voltage settings? Where are you getting the temp readings from...the BIOS or software? Do you have the latest available BIOS for your board? Just because your temp reading is high, it doesn't mean that it's being reported accurately. Have you tried touching the heatsink to see if it's really hot?
Sometimes too many fans are just as bad as too few...if they're not configured propely, they fight each other. What's your case (system) temp?
My overclocked 1800+ is at 33C right now...system temp is 24 C...room temp is about 22C (72F). That's with only 2 case fans (front intake, rear exhaust), a dual fan PSU, & a cheap Coolermaster HSF (about $10).

If you do touch that heat sink, please use caution and anti static measures, or you'll fry something. If your PC is running fine, don't worry about the Temps. It will most likely shut down before it ever fries. Also it doesn't matter which 2400 you have, they are all rated up to 85%C. GO here for info.
