Are you tampering with the video card while the computer is under power or even just plugged in?

More information would be most helpful. Is this a new monitor or video card? Has either worked in the past?

yeah give some indication of whether the PC isn't booting, or you're just not getting display.

here's a question, is your LCD connected with a VGA or DVI cable? Now, is the monitor set to receive that kind of input? As in, push the INPUT button on the monitor (probably a picture of a box with an arrow pointing INTO it).

OK, first of all the CPU is the processor installed in a socket on the motherboard. You are referring to the case.

If this is a new build I suggest you return it.

You could have a short to case or even a cracked motherboard. Or there are no standoffs installed or the wrong length standoffs. Could be lots of reasons.

You shouldn't need to trouble shoot hardware on a new system someone else built.

yeah sounds like there's just a crummy connection somewhere: check:

1) Power to Monitor
2) Data (DVI) to Monitor
3) Data (DVI) to Video Card

you should also inspect your DVI connectors and make sure that none of the PINS are BENT. Make sure the cables are screwed in when you plug them in, to ensure a tight connection.

If you did not build this system, and another person or company built it, you should definitely bring this up to them. If there is a problem with the Video Card or motherboard and it never worked right, the manufacturer should be responsible.
