"CPU Type AMD Athlon XP, 833 MHz (5 x 167)"
Depending on which version of the 3000+ you have, it's either supposed to run at 2167MHz (13 x 166MHz) or 2100MHz (10.5 x 200MHz). Try raising the multi from 5x to 13x.
BTW, reformatting would not change the CPU speed...that is controlled by the BIOS, not the OS.

If you haven't touched any settings in your bios Setup, your cpu speed problem may be due to you not having loaded the mboard chipset drivers.
On many computers the speed your cpu is actually running at is stated on the first black screen as you boot the computer - that is the speed your bios Setup is set to, and the true speed of your computer.
Whenever you load Windows from scratch, you must load the mboard drivers, at the very least the main chipset drivers, after Setup has finished in order for Windows to have the proper information about the hardware on your mboard. The drivers you need are on the CD that came with the mboard, or they are often on the web site for your mboard model, or you can get the latest drivers for the main chipset on the mboard by going to the maker of the chipset's web site.

Motherboard Chipset VIA VT8377 Apollo KT400That's not enough information.
I looked at the manual.
Apparently - has the KT400 chipset -
Northbridge - VT8377 - 200/266/333 FSB
Southbridge - VT8235 ATA 133 (NOT revealed by Everest)This found on the Via web site:
"The VIA VT8235 South Bridge also features a complete suite of networking and communication features including support for 6 USB 2.0 ports for peripheral connectivity 40 times faster than USB 1.1, and ATA-133 support, the fastest IDE interface available. Additional features include integrated into the South Bridge include VIA MAC for 10/100Mbps Ethernet, integrated PCI support, 6 Channel Surround Sound with VIA Vinyl Six-TRAC AC'97 audio and MC'97 modem."The main chipset drivers are easy enough because all 32 bit Via chipsets use the same downloads. This is what should make Windows recognize your mboard properly.

......Additinal info.
From manual:
Optional LAN support - Via - Integrated in chipset plus VT6103 interface (you have that)Everest doesn't list these, so maybe you don't have them.
- a 56K modem - the support for the modem in the chipset may be for an AMR slot modem - you may or may not have an AMR slot; if there is an AMR modem in the slot, Everest doesn'r recognize it
From Manual:
Optional Promise IDE RAID controller ATA 100
Optional ATA 133 RAID (Not Promise)
Optional SATA controllerDo you have an additional IDE or SATA hard drive controller on this mboard?
......"Also, my ram was 1Gig but now its only 768mb. what had gone wrong?"
Ram doesn't just disappear, and it's extremely rare for it to fail spontaneously. That's exactly 256mb less.
According to the info I found this mboard doesn't share ram for onboard video because it doesn't have built into the mboard video.
Whatever the ram modules you have installed adds up to, are you sure you had 1gb listed in Windows before?
The ram must be compatible with the mboard, or it may not be recognized properly, or may not be recognized at all. E.g. a common symptom is half the capacity is recognized for a module.
You could try unpluging or otherwise removing the power to your computer case and power supply, opening up the case, and making sure all your ram is all the way down in it's slots and the latches at both ends of the slots are latched.
