There is no one universal rescue CD. It depends upon the machine. It use to be you started with a boot floppy then added CD and network drivers. Now with machines with no floppies you need bootable CD's.
With the different OS's it is no longer possible to have universal utilities.
Just collect the programs that you find the most useful.
