After power surge New HDD & PC wont power on

Specs: Windows 7
I recently had a power surge due to a bad generator (i'm in Iraq) my power supply, and motherboard/cpu were damaged. I ordered a new mobo, cpu, heatsync, fans, power supply, and when I reinstalled everything, my hdd was showing signs of failing. I ordered a brand new white lable 160gb sata hdd and when I installed it, my computer will get power (lights up, cpu fan spins) but it wont beep, power/hdd lights on the case are inactive, and theres no video. I tried different jumper settings, and still nothing. I tried other sata ports on the on-board sata, and also on my pci sata card. when i removed the sata hdd and re-installed my ide hdd it works again. my powsupply has only 1 sata power cable, so i thats the only thing i cant try is swapping power cables. can anyone help me?

Hopefully someone over there has a power supply tester, or at least a voltage tester to see if the sata cable is getting power.

Is so the new dh may be DOD. There is no telling what it went through before being delivered to you.

Try the new HDD in another computer that usually would be OK with it....if it works, the PSU probably doesn`t deliver enough power juice to the HDD & it won`t work....what`s the exact model of the PSU and the model of the HDD ?
