Is it possible to add tv-out to a laptop either via USB or PCMCIA? Also is it possible to install standard PCI card in laptop?

I'm not aware of the availability of expansion products featuring TV out for a laptop (sorry), however it is not possible to use a standard PCI card with a laptop, due to size most of all.
