I am about to go out and buy a new vidoe card for my laptop its the Toshiba Satellite 1800 Series and i am going to get a eVGA GeForce MX4000 128MB Video Card AGP video card and i was wondering if i can do this?

NO, laptops aren't very upgradeable. With older ones, only the RAM and hard drive can be upgraded.

most laptops have onboard graphics and are not upgradable. I could be wrong, but I don't think any Toshiba laptops have removable/upgradeable video cards.
you're only option (aside from getting a better laptop) is to increase the amount of system memory allocated to the graphics controller (if your bios even allows it), but even that can only do so much
