Is it possible to add a partition and install a second operating system on it without clearing the hard drive first?

yes

download partition magic 7 or 8
and resize the partition and then of the unallocated space make a new one.

its always easyest to install 4.example. winme on the first and winxp on the last. then you will automatically get a good bootmanager.

It's a rule that newer operating systems should always be installed `after' older operating systems. However there are some work-arounds.
