Access Denied after repair

Microsoft Windows xp home w/sp1

Specs: Windows XP
So, i tryed installing SP 3. It failed. NP, I tossed in my windows cd and repaired windows. every thing was working fine. I moved my old pictures from several folders to new folders, basically i just organised the pictures by year.

now when i click on it im told "access denied"

I tryed to click on the security of the folders, but there is no tab.

according to system I am on
Windows XP
Home Edition
version 2002
sp 1

I was told to Download Security Configuration Manager Tool from MS.
When i got there it told me
"this information is for an operating system other then yours"

So i tryed another trick.
Open Folder Options in Control Panel. Click Start, point to Settings, and then click Control Panel. Double-click Folder Options. On the View tab, under Advanced settings, clear the check-box beside "Use simple file sharing [Recommended]".

Problem.... There is no "use simple file sharing" to check/ uncheck

Please help me.. these are photos of my family.. they are the most important thing on my computer.

ok small update. i rebooted into safe mode. and saw the security tab.. so its there. but not when im in normal mode. 8-(

I did manage to get access to my photos.. but if some one could help me get the tab to show up outside of safe mode i would be truly thankful
