Did you try updating your BIOS?

Could also be a power supply problem. What's the wattage & how many amps are on the +12v rail?

You'll find the amperage listed on a label on the side of the PSU.

Have you tried clearing CMOS?

The two things mentioned when searching Google are a weak PSU, & the need for a BIOS update. It appears that a lot of people have encountered the 9.F error.

To get around the possibility of a weak PSU, you could try temporarily disconnecting any hard drives, optical drives, or case cooling fans, & if you have multiple sticks of RAM, just use one. Then see if you can at least POST & get into the BIOS. And make sure that additional 4-pin square power plug is connected to the board.

I don't know what BIOS version you have, but there seems to be an awfully lot of fixes in the latest:

A few tidbits I pulled from your manual:

NOTE: It is recommended to connect to a power supply with 350W, 20A +5VDC capacity at least for heavily loaded system, and 2A +5VSB capacity at least for supporting wake-up features.

WARNING: Turn the power off first (including the +5V standby power) before clearing the CMOS memory. Failing to do so may cause your system to work abnormally or malfunction.

We highly recommend that you clear the CMOS before installing a new motherboard. Please
move the CMOS jumper from its default 1-2 position to 2-3 for a few seconds, and then back. When you boot up your system for the first time, follow the instructions in the user's manual to load the optimized defaults.

"everything boots ok untill i get a siren of one long and two short"

That usually indicates a video problem

I had same problem. Are you connecting both ATX cables ie 12 pin and 4 pin? If you are and still get message then it's your bios which needs updating as older AV8's won't work with Winchester chips. I spoke to ABI and you can easily get a new bios chip from them. They told me I could get it from their website as it needs to be ordered via e-mail. Hope this helps

I solved the 9.F. problem -
I did not have the ATX12V (square, 4-pin) connector plugged in to the board. Once I did that it posted fine -
