Ok for some reason my frame rate in games is stuck to my screen Frequency which is 60hz.
This is my screen:

Frame Rate and Refresh frequency have nothing to do with each other. Frame Rate is a function of the graphics card and refresh frequency is a function of the monitor.
However, 60Hz is low for a CRT monitor. It should be something around 85Hz on a modern monitor. Go to Control Panel > Display > Settings > Advanced. You should find a setting there for monitor refresh rate. It will do nothing for the Frame Rate.
Depending on what frame rate your are getting now the only way to increase it is to install a faster more advanced video card.

In addition to what Stuart has said I suggest that you check in the advanced settings for your display to see how your monitor is identified. If it says generic then it may not allow you to set it higher. This is to protect an unknown monitor from being damaged by attempting to run it at high setting than it is capable of. Hopefully you can find your monitor in the list. If not, then you may be able to choose PNP monitor and wet the maximum settings manually. Of course, to do that you will need to know what the max. settings are. Refer to your monitor manual or visit the website for the monitor. If you don't see a tab for Monitor in advanced settings then you may not have the correct drivers for your graphics card installed.

Turn off Vertical-Sync (video card properties).
Take Stuart's advice above regarding "increasing refresh rate."FYI, with vertical-sync on, your FPS are driven by the refresh rate of the monitor.
e.g. @60hz with vertical-sync "on", the max frames will be 60. The same thing goes for 85hz (max frames will be 85). This only applies when vertical-sync is on, keep that in mind. With v-sync off, any refresh rate will produce the same FPS output.

Well put plyduster. I was pretty much going to say the same thing.
Although If Im not mistaken. V-Sync means Video Syncronization. Vertical doesn't make too much sense. But yeah, if you can SAFELY kick up your Monitors refresh rate a bit, then go ahead. Safely---being the keyword. If I were you, I would treat it like overclocking. (which I guess basically it is, Monitors isnt the first thing that comes to mind when I hear the word overclocking) But When I say that, I mean, bump it up a bit, check for stability, and slowly progress.
And as a side note, visually everyone is slightly different, but on average... The Human Eye refresh rate is about 65 FPS. Around that... Anything above that or maybe 70 you cant tell the difference.

unfortunately my monitor cannot support a refresh rate above 60hz , and i wouldnt risk it by increasing my refresh rate !
