400w PS on 4CPU SBC?

I have parts for a 4u server, which comes with just a 400w power supply. It will run 4 P3 slot 370 733mhz CPUs, 4x 256mb RAM, 1 CDrom, 1 Floppy, 2 extra case fas (CPU fans also) a Coolermaster Aerogate II fan monitor and controller bay, and maybe a second, smaller fan controller bay.

Is that PS sufficient, or should I replace it? If the computer is underpowered, what might happen? Just lower performance or can it break the hardware?

I think you'll be just fine. Underpowered rigs normally suffer from unexpected freezes and shutdowns. If allowed to operate until the p/s fails, you may also experience voltage flare ups at failure time and that can damage components. Kinda like a lightning strike.
