2gb sd card Being read as 846mb

I used a 2gb kingston sd card for my ipaq rx1950 oocket pc. my ipaq was reading it as a 2gb sd card but then I put it on my desktop's card reader and tells me something about formating so I clicked ok and it formated the card but it reads it as 856mb. I tried reformatting to see if it fix the problem but it didn't. I tried a couple of formating programs in my pockrt pc and desktop computer but it still reads it as 856. does anyone know how to fix this?
