1.75gb of RAM instead of 4gb? 32bi

I actually have 4gb of ram, but it says 1.75 in windows. The system check in BIOS confirms 4gb detected. Should I have gotten 64bit Vista? What is going on? Let me know how to fix this, and if I should go with 64bit or 32bit vista.

Who upgraded the RAM? You should be seeing about 3454MB or 3.12GB of RAM but never the full 4GB in both 32-bit & 64-bit Vista. This is by design. Read response number 2 in this thread.
