12v on psu

Specs: Windows XP, intelE5200/2048mb
Hello all, i have recently rebuilt my pc and every thing is running fine, exept i have 1 problem. I have run several software programmes (everest ultimate, sandra lite 2009 sp1, pc wizard 2008) to name a few, and they all say my psu 12v is only supplying about 1.5v. My BIOS says it is ok at about 11.5-12.2. would my pc seem fine if it was only getting 1.5v?. My psu is a jeantech 405w, and is only 3 months old. it was ok before i put it in a new build. Can anyone please help?.

If it was only supplying 1.5v then your system wouldn't even boot, so I'd guess there's a problem with the voltage sensors on the motherboard - check the manufacturer's website to see if there's any information there about it.

The bios is reporting the correct voltages. Programs don't always work correctly with all motherboards..
