+  GC fan spinning top speed , unable to boot

Specs: Windows 7, 4
Intel C2D E8400
aTi Radeon 4870
4 gb ram
Asus P5QLE

During boot up, nothing appeared on the screen. The graphic card fan spins at top speed till i reset it a couple of times.

even when i entered windows, sometimes the screen will hang for a while or the mouse is not responsive at all but at the same time i can use my keyboard and later on it will crash by itself and the same problem (fan spinning) will occur.

I've adjusted my GC fan spin to 35% just in case it is hot but it remains at 70c yet it will still crash

any idea what's causing the problem?
is it the mobo that's failing?

i don't have extra gc to test it out as well.

It crashes more often while playing games.

What power supply are you using? Exact make and model number as well as the Amperage rating on your 12 Volt rail(s) will tell us if your power supply is up to handling your system with this video card since this sounds like your video card is starved for current and your power supply cannot meet the demand (Wattage along does not tell the whole story).

You have to be a little bit crazy to keep you from going insane.

Coooler master 690 ii advance

I understand if e video card is starved it will auto restart but it wont cause the video card's fan to spin at top speed during boot up right

Forgotten to add, this isnt a new build. Been using it for 2 years

what about dust on the card? can u try it on another pc ? did u try the integrated graphics ?
