Hello Friends I Have Developed The World's First Effective Pixel Shader 2.0 Emulator. It Is Still In It's Beta Stage And May Not Work on you computer. Right Now It Has No Gui Or Settings Options , But Still You Can Feel It's Effect.

Video cards have supported PS 2.0 for several years now....starting with the Radeon 9500 series on the ATI side & the FX series on the nVidia side. I believe all cards that support DX9 also support PS2.0 (or better). Modern cards support PS4.0. Maybe I don't understand the purpose of your EMU?

Windows 7 will come with a DX 10/Shader 4.0 software renderer.

Too bad this is a fake, but more pixel/vertex shader emulators are needed for chipsets such as the Intel 950 and well any DX8.1 card that can't play newer games.
