the error is the following:windows cant find mss32.dll its not a valid x64 application
what u need to do is the following. uninstall the game and reinstall with directx(installing directx is important and it will help in fixing the problem)

Why would you switch to W7 64-bit on a system with just 2GB RAM?

"i switch to 64 because my computer supports it"

All current systems support 64-bit OS, so I don't get your point. There's little advantage to running it, especially on a system with less than 4GB RAM.

"error comes about something something 32.dll"

It would help to know what "something something" is, but the "32" should be a clue (32-bit?).

"which one should i install"

Your link is to DX9. Win7 supports DX11. I don't think you have a DX problem, but if you insist on reinstalling it, download from the Microsoft website.

But more than likely, the major problem is that your cheap craptop is not a gaming machine. The CPU & graphics suck & it could use more RAM:

if installing directx and the game again did not work then tell us wut the exact error is. i might have been wrong about it, if it did not work. the link miqlick posted about the specs of ur laptop really makes a difference u have an intel GMA 4500M which is not a gaming graphics chip for a laptop this is another reason

ok so i went back to 32bit and it still says mss32.dll is either not designed to run on windows or contains an error.

update: i have a fresh version of w7 32 bit, installed latest directx, updated the pb, and installed both patches 1.6 and 1.7 still not working also stereo mix enabled any other things i can do to get rid of mss32.dll problem fix
