I have a Geforce fx 5500 128mb, 2.5ghz intel celeron processor, and soon I am gonna upgrade my ram to 512+, and I am curious if I will be able to play F.E.A.R., and if so, at what settings would I be able to expect.

Very low settings. Even on low settings you'll get choppy frame rates.
Recommended specs are:
3.0GHz Intel Pentium 4/Athlon 3000
1GB of RAM
256MB Radeon 9800Pro/Geforce 6600
Sound Blaster X-Fi series sound card.
Also, some voice in my head is telling me that you've got a PCI version of the GF 5500. That'll make things worse, and you just may notice lots of sound stuttering because of constant, 100% usage of the PCI bus.

I wouldn't even bother to but it with those specs....... I have to tone the settings down in FEAR and my system runs all other latest games at full settings (battlefield 2, Quake 4 etc.
Ditch the idea of FEAR....
