My friend said I should get this: http://www.compusa.com/products/product_info.asp?product_code=311495&pfp=cat3 -- help! I'm mainly looking for a decent one within $50. The one i have now is so pixalized. i'm doing this because i'm addicted to The Sims 2 and it runs so slow.

9200 SE is a laughable card, but since you only want to spend around $50 go for it.

Yeah, the Riva is mighty old, but still, nVidias are good, so I say get some kind of GeForce FX, which are perfect for the Sims2. I found a few GeForce FX 5200 128MB cards on pricewatch.com. Very nice but won't run some of the newer games very fast...are you sure you can't afford something better?
