What's a good upgrade from my VisionTek Radeon hd3870? I don't game, just watch videos and some Photoshop work. Not interested in overclocking (obviously). Is there a better, quieter ATI card to upgrade to? Or should I let sleeping dogs lie?

If you don't game, why are you asking in the gaming forum rather than the hardware forum? If noise is a problem, get a fanless card.
