I was just playing GTA SA before and saw the draw distance meter under display options. What is it?

It is the distance defined as being visible relative to the observer (ie where ever the main camra may be). Setting it higher means you see further, which translates to more detail being rendered. Set it to high if you have a good video card. Any thing that is or above 6600Gt with 256Mb Vram is considered in my book a good card.
