It's an online game so the lag could very well be caused by your internet connection. Also, your CPU doesn't meet the game requirements...minimum is a 2.0GHz P4 (or equivalent), recommended is 3.0GHz P4 (or equivalent). Your Celeron will never be the equivalent, no matter how much you overclock it.
