Weird Red Dots

Generally when I play games that use Direct3D, such as Half-Life 2, Diablo 2, or FarCry, weird dots display on screen that kind of flicker on and off. Here's a picture of some red dots that appear in Diablo 2: http://www.noyouare.com/whoosh/weird% Dots.jpg
I'm thinking this has somethign to do with my video card, but I'm not sure. I don't really have another video card to test out whether it is a problem with the video card. My system specs are as follows:
