Weird black lines in games?

Hey, i have an ATI Radeon X850XT Platinum 256MB PCI-E installed in my new system. There is a problem however, that in GTA San Andreas, on faraway cars there are black lines that move and disappear as i get closer to them. The same effect of black lines happened in Doom 3, but only when i had high settings and no AA on. When i switched to ultra settings with 4x AA, this weird phenomenon dissapeared. In San Andreas however its still bothering me, i have it running on full settings, all maxed out with 3x AA. Please help!!! The only other game i;ve tried is NEED For Speed Underground 2, in which i hadnt noticed this problem. Is this artifacting like i heard, and what is the cause?
