Yes, I would think so. Although, for serious gaming. More RAM would be "usefull".

I don't play wow, I like "manly" games, lol. My system plays BF2 and 2142 on full, so I guess WOW would be OK. For a fiver more, you should definatly get the 1650, the clock speeds are very fast compared to a lot of cards.
