Pixel shader 2.0 is a hardware feature of some video cards. Your card does not have this feature. If this is a desktop computer you would need to install a compatible video card to play this game. If it is a laptop you will not be able to play the game.

A low end gaming graphics card costs about $30-40 (after rebate), high end cards can cost several 100 dollars. You haven't provided any info about your system other than it's a desktop, so it's impossible to make any recommendations. We have no idea what type of upgrade slot you have available (standard PCI, AGP, or PCI-express), the wattage of your power supply, whether you have a standard case or SFF (Small Form Factor), or how much you're willing to spend.

If you know how to use a screwdriver, you should be able to install a graphics card. Disabling the onboard graphics, changing the BIOS settings, & installing the drivers is where some people run into problems.
