Vice City cd spins then Stops!

Ok I installed vice city and everything went smoothly. Then I double click on the icon and the cd on the mouse spins and the comp reves up its fans. Then the game does nothing. Task manager doesent show it. It just stay at the desktop. I tried rolling back my drivers, updating my drivers, reinstalling, a no cd crack andi have NOT modded it. What is wrong? I know a lot of people have this problem but no one knows the solution?
