I currently have a geforce 5200 fx 256 mb(I think AGP, but my memory fails me). I have 2 512 sticks of ram. Epox Ep-8hda5+ Board.
420w power supply.

I am a sims 2 fanatic and am upgrading my system for that. I am getting another gb or two of ram but I am having hell picking a graphics card.

I am ok with spending upto 250 on a card but would perfer cheaper if there are great cards in the cheaper range. Could someone list the differences with ATi and geforce as well as the best graphics card for my system. Also I've bee trying to decide which is better AGP or PCI

For $229, the 512MB Radeon X1950Pro AGPcan be yours. It is the best AGP card available, and will give you a freakin' huge gaming boost over your FX5200.

You may need a better power supply to handle it, especially if the 420w unit you currently have is a "no-name".

This is an aging S754 system. It's hard to justify spending $229 for a video card, $100 for RAM, & $50-100 for a new PSU. And the motherboard has RAM restrictions. Be sure to read your manual & understand what will happen before adding any more RAM.

The FX5200 is a weak gaming card, especially if you have the 64-bit version. For about $100, you can get a 7600GS or X1650PRO

Explain more about what?

The system requirements for Sims 2 aren't all that intense...other than the weak video card, your system is fine as-is. Why spend $400-500 on an "old" system when $100 for a 7600GS or X1650PRO *should* be all that's necessary. You haven't listed the specs to your PSU, so it's anybody's guess as to whether it can handle a gaming video card or not. As for the RAM, that's explained in your manual & at the Epox site, but your board only supports up to TWO sticks of DDR400...if you add a 3rd, they will run at a reduced speed. Also, if you intend to run 3 sticks of RAM, they should all be single-sided.

Your board has an AGP slot, not PCI-E. You already have 3 suggestions....the Radeon X1950Pro 512MB for $229, or the GeForce 7600GS or Radeon X1650PRO for roughly $100 each.
