Sound in FEAR issue

All righty, I recently bought the game FEAR and love it, but on and off during the game I continue to get these distortions on my speakers.. gets very annoying.... It seems when my character moves it lags the sound some how.. Heres my specs...
P4 @ 2.8 Ghz
1 GB PC 3200
Radeon 9600(Non xt/pro/SE)
Sound Blaster Live 24 7.1

Heres a example of what goes on.. for instance I pick up the phone to listen to a call on it.. I move my vision around some and the sound lags. The graphics dont seem to though and I do not get any lag while in combat.. Just the annoying sound issue.. Is anyone has had this issue and fixed it let me know! Ohh and Im running 2.1 speakers with a woofer if that makes any difference.

Just so I'm clear....when you say "lag" you don't mean that the sound seems farther away when you turn around or move away, right? If you do...that's just a top notch game you've got there. FEAR has some of the most amazing sound ever!

Well, I'd do the typical run around. Make sure you've got the latest drivers, check everything twice. Check the F.E.A.R. support forum for similar situations, maybe even post for their Dev team. Lastly...maybe consider an uninstall and reinstall, but keep your saved games.

Problem:
In-game sounds and dialogue (voices) do not play, or there are
problems with the quality of the sounds.

Solution:
Please try each of the following steps (in order) before playing the game again.

Note:
You should only try one steps at a time, since trying them all can greatly reduce the overall sound quality of the game.

A. Make sure that you have the latest drivers available for your sound hardware installed.
These can usually be found on the computer or the sound hardware manufacturer's website and also you check the Driver update instructions here.

B. Install the WMFADist.exe codec provided on the F.E.A.R. cd.
From your main installation folder (the default is C:\Program Files\Sierra\FEAR), double-click on the file named WMFADist.exe, and then follow the on-screen instructions. This will manually install the audio codec that is required by the game.

C. From the in-game sound options menu, disable EAX(TM) and Hardware Sounds.

D. Please note that since this game uses an MP3 codec for sound, 3rd party codec packs such as the ACE Mega CoDecS Pack may cause speech and sound to drop out completely. If you have a codec pack installed and still have sound issues after trying all of the steps listed above, then you will need to disable installed codecs from the Codecs Dashboard settings screen before running the game.

Please note to which Codecs are being disabled so those Codecs can be enabled at a later time.

E. If sounds that are originating in front of you sound as if they are coming from behind, and if these sounds seem distorted, and you are playing in 5.1, 7.1 or any other surround configuration, then you may need to turn off CMSS in your EAX(TM) console. CMSS is used to create a multi-channel version of a stereo source. Unfortunately, it can cause issues like this when using it on sounds that are already designed to be in Surround. Note that sometimes you can choose not to install the EAX(TM) Console when installing your sound card, so you may have to reinstall the driver in order to get this application.

F. If you are using a Creative brand sound card and get poor frame rates when sound hardware acceleration is enabled, then check for a process called "CtHelper" in the Windows(R) task manager. If it's there, terminate it and try the game again. If this works, please contact Creative to learn how to permanently disable CTHelper. If CTHelper is not present in the list and the problem occurs anyway, then you will need to disable sound hardware acceleration in the Sound section of the game's options menu, or in the Windows control panel, or in DxDiag.

General Sound Troubleshooting

Solution:
The following troubleshooting procedures can be applied for resolving some sound problems with your game(e.g. no sound, skipping, etc.):

1. Make sure that you have the latest drivers available for your sound hardware installed.

2. Close all other applications when running the game.
Other applications may take away valuable system resources that the game needs to run smoothly. Before starting the game try running Windows in Selective Startup using MSCONFIG.

On the desktop go to START/RUN and type in 'msconfig'. When the menu appears, click on the GENERAL tab.
Under STARTUP SELECTION, select SELECTIVE STARTUP, and UNCHECK the selection LOAD STARTUP ITEMS. Click APPLY and OK.
Restart when prompted and then run the game.

You can go back into the MSCONFIG menu to change back to NORMAL STARTUP or SELECTIVE STARTUP and replace the checkmark next to LOAD STARTUP ITEMS.

3. Try lowering or even disabling the Hardware Sound Acceleration.

On the desktop, go to START->RUN and type in 'dxdiag' and then 'OK'.
Select 'Sound' tab and try different acceleration options from None to Full, and then run the game under each of the notches.

4. Secondary Audio Device

Check to see if a secondary audio device is installed in addition to your primary sound card, such as an integrated audio controller or similar, that may be causing a conflict.

-Go to Start, then Settings, and select Control Panel.
-Double-click on the System icon.
-Click on the Hardware tab.
-Click on the Device Manager button.
-Click on the plus sign (+) next to Sound, Video, and Game Controllers, and look for any device listed other than your main sound card/controller.

If a secondary device is present, you may want to double-click on this item and choose "disable" under Device Usage, near the bottom. This does not result in any lost features or functionality, and ensures that the sound is now mapped through the right device.
