The game installed fine but it loads and runs too slow to play! I have it installed on an external hard drive so I know I have plenty of space. I also lowered all the in-game graphic settings and stuff.
Is there anything else I can do?
I don't know what most of this stuff means, but here's my computers' stats.

I meet all the reqirements so why isn't the game running properly?
There are 3 types of slots that can be used for video cards...standard PCI, AGP, or PCI-Express.
Standard PCI is outdated for graphics cards. It should be avoided unless your motherboard doesn't have an AGP or PCI-E slot. Video card manufacturers have all but abandoned the PCI format. There are still a few cards available, but none are very good for gaming. The PCI bus runs at 33MHz.
AGP (Accelerated Graphics Port) is being phased out, but there are still plenty of decent AGP cards being manufactured. The AGP bus runs at 66MHz.
PCI-Express is the new standard, replacing AGP. Although the PCI-E bus runs at 100MHz, there's not a huge performance difference between AGP & PCI-E (yet). PCI-E cards are usually cheaper than their AGP counterparts.
Before considering an upgrade, you'll have to determine which slot type you have available. Then decide how much you're willing to spend. 128MB vs 256MB doesn't mean a whole lot...there are several other factors that have to be considered as well.
One thing I neglected to mention is that many higher end video cards (especially AGP) have to be connected to the PSU (power supply). Your PSU would have to be capable of handling the extra load or it would need to be upgraded as well. I'm going to assume that your system does NOT have a PCI-E slot...hopefully it has an AGP slot. I cluldn't figure out which slot I have. Somebody told me one should be long and green, the other short and white?? I couldn't tell. But my computer is maybe 4 years old at the most so Im sure it has the AGP slot. You guys have been a big help, thank you.
