I have a similar problem. The Sims 2 stop installing at 92 percent with this error. TSData\res\UserData\Neighborhoods\N003\Lots\N003_Lot144.package.

Perhaps the install CD is corrupt, try installing it onto another computer or use Spik Doctor on it...
