Rome Total War Problems

I'm trying to run Rome Total War on my Toshiba Satellite (which I have run on it before, for approx. 6 months) but now, after I used my System Restore disk and started over, Rome Total War will not run. The startup screen pops up, but then nada. The program also opens a app which is called "~e5.0001" which I have never noticed before.

I have all the latest Direct X updates along with all new Windows XP service pack 2 updates. My drivers are all updated also. (As far as I am aware)

Please HELP !!
