Is there a way to have 3rd person view (with cross hairs) in Q3 Arena without using a cheat? I'd like it in multiplayer mode. Kind of like when I'm playing Jedi Knight 2 and can go between 1st and 3rd person views at any time by pressing the P key.

Yeah, it only can be done with a cheat. Even then, it's a beeyatch to get it aligned for easy use. My advice? Just go first person. It's more realistic and hard, anyway.
