What is your motherboard? Specifically, what is the chipset of your motherboard? Did you update those drivers?

I think it's your soundcard. Try running the game without it (bios or pull it out).

Superb game by the way, rated by many as "scariest game of ALL times".

Peace.

mobo is ABIT AS 8, but silent hill 4 runs perfect on my PC. i think its my sound card. i have the same situation in my old computer before when i tried to play resident evil 2 for PC, it stuck right on the intro screen, then i have disabled my old sound blaster and used my on board sound card then it worked perfect, but i need sound for this game, and my mobo now doesnt have onboard sound card, any good sound card beside sound blaster?

mmmmm... I'm clueless

my SH3 runs perfect and smooth at full settings on my 2.0GHzP4/9600pro/onboard sound. I have never had an Nvidia card though and I use only Omega drivers.

5 cd's? I have the DVD version, but i do have far cry on 5 cd's so i know how it is.

Since you own the original game (right?) try using a NO-CD patch from here click (game fixes area A-Z)
and running everything from your hard drive, maybe that could work.

I also have SH4 but I stopped playing it 2 hours in to it, the camera just SUCKS! I find the engine itself and general controls frustrating as hell. I really really hope that someone at Konami got FIRED for this!

Is the game worth finishing?

Peace.

SH3 is BY FAR the best one in the series till now, try to make it run!

Are your cards drivers maybe set accidentaly to OpenGL?

Well, I found this on the gamers hell page, hope it helps:

10) SH3 Troubleshooting

PROBLEMS LAUNCHING THE GAME
If you are having difficulty launching the game:
1) Close any other applications that are running on your PC, including applications in the system tray.
2) Make sure that DirectX 8.1b is installed on your system. Due to size limitations on the CD-ROM, DirectX 8.1b is not included with the demo version, but you can download it from http://windowsupdate.microsoft.com.
3) Make sure to update your graphic card drivers to the latest drivers available.

If you continue to have difficulties launching the game, please read through the information listed below:

Q: Do you have a Kenwood multi-beam CD-ROM drive?
These drives can have older firmware which will cause problems reading the CD. If you CD-ROM drive is the Kenwood ICR-412 or Kenwood UCR-401, and the firmware is older than version 132, you will need to upgrade the firmware. The firmware update is available from Kenwood at:
http://www.kenwoodtech.com/downloads.html

Q: Are real-mode drivers being used for the CD-ROM drive?
Real-mode drivers are not compatible with this software title; please install the latest plug and play drivers for your CD-ROM drive.

Q: Is your sound card a PCI64 using the ES1371 drivers, version 4.05.1127 or 4.05.1129?
Please install the latest drivers for your sound card.

Q: Are you running the game on a Dell 4100/4300 series computer and Windows 2000?
Intel identified a problem with the Intel Ultra ATA storage controller, and has offered an update on their web site.

1) The update to the Intel Application Accelerator program can be found here:
http://www.intel.com/support/chipsets/iaa/

2) The latest drivers for the Intel storage controllers can be found here:
http://appsr.intel.com/scripts-df/Product_Filter.asp?ProductID=182

Select the drivers for Windows 2000, download and run the setup program, then reboot.

OTHER KNOWN ISSUES
If you run the game under Windows 98/ME, there may be a delay between the visuals and corresponding sound effects. To correct this issue, reduce Screen Resolution and Rendering Resolution.

11) SILENT HILL 3 Web Sites

Konami Global Web Site
http://www.konami.com/

Konami of America
http://www.konami.com/usa/

If you are having problems running the game, you may want to try updating your graphic card drivers before calling technical support:

Creative Labs
www.creativelabs.com

NVIDIA
www.nvidia.com

Peace.

Let me quote something from GameFAQs, hope this helps:-
This problem is caused by a certain video video Codec in you computer. If you installed some kind of Codec Pack (like K-Lite Codec Pack for example), just uninstall it and everything should work perfectly afterwards. If however, you installed every Codec manually on your PC, you're unlucky because you'll have to manually uninstall every codec you installed, one by one, until you find the one which caused the problems.
