You don't download a video card, you buy one & install it. If you have a desktop system, you'd need to know which upgrade slot you have available (PCI, AGP, PCI-express) & you should also look at the power supply specs to see if it's capable of handling a gaming video card. Then you'll have to consider how much you'd be willing to spend for the upgrade.
If you have a laptop, you're normally stuck with whatever the video card is....most of them are NOT upgradeable. The average $400-500 laptop generally isn't very good for gaming. There are gaming laptops available though. They usually start at about $1000 & go up from there. Here's some examples:
