When Oblivion's settings are maxed out it runs great, When they are minimal it runs great. Except, for when an enemy notices me, there is a 5-10 second delay and then the game resumes until I kill him, then it does it again. I played around and figured out it was my sound, so I bought a new sound card. A creative sound blaster X-Fi. And it still does it. It only works correctly if I disable my sound completely and that's no fun =(. Any suggestions would be great.
Do you have "Full Acceleration" hardware sound on your DirectX Diagonstic Tool? If not, then you will experience some sound delay on some games... The next thing I would do is to make sure all the drivers are the lastest and reset the BIOS to default to see if that still happens. If you do overclock your CPU, then I suggest lock your PCI-E/PCI to 100/33Mhz to avoid any potential sound/video/network problems...
