Ok, well when I put my ES:IV Oblivion disc into my computer not only does it not run, but it makes weird noises like its speeding up then slowing down. It says its a DVD rom, but my drive is DVD compatible. Its not scratched up or anything and other discs have worked. Thanks for the help.

Are you sure your DVD drive has a fast enough speed? Some games require a faster speed drive than others, yours may not be fast enough. Are there numbers on the front of the drive (e.g. 24x or 16x? If there is, check if its on the minimum requirements for the game, the game requires at least an 8x DVD drive. If it is not compatible, you may have to purchase a faster DVD drive to run the game.
