In the future when Nintedo impliments some sort of Wi-Fi Chatting program the short answer is yes. Then you will be able to connect to anyone around the world.
But as of now you can only chat with people in a 50ft? radius, as the DS uses some sort of Blue Tooth device for short range connections.
