Need help installing an old game on Windows 7

Specs: Windows 7, 8 gbs
Army Men:Sarges Heroes was a childhood favorite, and I now wish to play it on my computer. I've acquired two digital copies, but neither seems to install. The first copy has the autorun tell me that an application that I already have is not present on my computer, and when It tries to install itself, promptly gives me an error message that provides no information as to why it didn't work. If I poke around in the system files, I can get the installation started, but it gets snagged on one of the movie files that wont work for whatever reason, and stops. I cant delete or change this file either. The second version wont give me an autorun. Instead I am forced to poke around in the files to find the exe. If I try to run it it tells me that my OS (windows 7 64 bit) is incompatible with the game and I need either a 32 or 64bit OS (most likely the 32 bit). Running in any compatibility mode yields the same result, and running the file as an administrator gives me another error message thats says the very exe I just clicked on cannot be found and asks me to "make sure I typed in the name correctly and try again". Naturally, Im a little confused. Any potential fix would be greatly appreciated.

What OS was the game designed for?

It doesn't say, but it was released alongside an N64 counterpart, if that puts the date into perspective.
