My Fps drops out of nowhere

While playing WOW my fps runs at about 200 fps for a few seconds, then it drops down to like 10 fps for a few more seconds and back up. and it is constantly repeating this cycle. I just got a new motherboard for my computer so i just built my computer from scratch again, and before i changed the motherboard i didnt have this problem. Any ideas on a solution to this problem?
Running 2x nvidia 9600 gt bridged in sli mode
4gb ram
intel quad core processor

just checked my cpu usage when the spikes happen on wow and it seems that it jumps up to 100%, then right back down to normal while world of warcraft is minimized. i had this problem before in the past and fixed it but i dont remember what i did.
